We all know that in the Caribbean hurricanes are common, but in Puerto Rico, like many other countries or cities within this area, have been blessed by the absence of a direct hit for a long time.  This lack of activity naturally brings a feeling of complacency which in turn results in a lack of preparation and awareness, such as when Hurricane Georges blew upon the Caribbean.
